Saudi Arabia is formally a member of the Hague Apostille Convention — it joined on 7 December 2022. On paper, that means a single apostille should be sufficient for a Turkish document to be accepted there. In practice, it’s more complicated than that, and treating Saudi Arabia like any other Hague-member destination is a common mistake.

Why “just get an apostille” isn’t always the full answer

Despite Saudi Arabia’s formal Hague membership, its consulate in Ankara frequently requests an additional Turkish Ministry of Foreign Affairs approval on top of the apostille — effectively treating the document as if it came from a non-Hague country, even though it formally does not. This isn’t officially required by the Hague Convention framework, but it happens often enough that assuming the apostille alone will be accepted is a real risk.

The two possible chains

If only the apostille is required (the formally correct path):

If the additional step is requested (common in practice):

What to do about this uncertainty

We don’t yet have a fixed rule for which document types or which specific Saudi institutions consistently require the extra step — it varies case by case. Rather than guessing, the safer approach is:

• Confirm with the specific receiving institution in Saudi Arabia whether they will accept an apostille alone, before finalizing the document.
• If there’s any doubt, plan for the additional Ministry of Foreign Affairs step as a contingency rather than being surprised by a rejection after the fact.
• Don’t assume either way — “Saudi Arabia is Hague, so apostille is enough” and “Saudi Arabia always needs the extra step” are both oversimplifications.

If only the apostille is needed, this is a fast process, comparable to any other Hague-member destination. If the additional Ministry of Foreign Affairs step is requested, add the standard appointment and processing time for that stage — plan for several extra business days.
