Turkish Diploma Legalization for the United Arab Emirates

This guide reflects a real case: a university diploma legalized for a UAE work visa application. The UAE is not a Hague Apostille Convention member, so the full legalization chain applies — and because this is a diploma, one additional step applies that would not appear for a power of attorney or most other document types.

The requirement that matters most: who shows up at YÖK

Unlike every other step in this chain, YÖK verification isn’t purely a matter of submitting documents. The diploma holder — or a first-degree relative — is expected to be present in person. If that’s not possible, a power of attorney authorizing someone else, including a processing agency, must be arranged before the case can proceed past this step.

For a diploma holder already living or working outside Turkey, this is often the single detail that determines whether the process runs smoothly or stalls for weeks. Plan for it from the start rather than discovering it partway through.

Timeline

Expect this to take longer than a non-diploma document specifically because of the YÖK step — build in time for either arranging a power of attorney or coordinating an in-person visit. • YÖK approval: no government fee, but see the in-person/power-of-attorney requirement above — treat this as a practical cost even though no money changes hands.
• Ministry of Foreign Affairs: fixed government tariff, approximately 895 TRY as of our last check (verify current rate).
• UAE Embassy: approximately 40 USD, paid online (verify current rate).
