The step checklists omit
Turkish university diplomas need YÖK (high school: MEB) after provincial attestation and before Ministry of Foreign Affairs or apostille. Hague destinations do not skip it. The confirmed in-person/POA rule is recorded on diploma for the UAE.

- Hague universities: destination guides such as Canada, Germany, Netherlands.
- UAE: embassy legalization, diploma cluster above.
- Translation rules: sworn vs certified.
POA linked below is for holders who cannot appear at YÖK. Use the destination where that POA will be shown.

Is apostille enough for a Hague-country university?
It is the usual Turkish final stamp, but YÖK or MEB verification still sits in the Turkish chain before apostille. The university may also want a sealed transcript or its own portal.
Does the student have to be in Ankara?
YÖK verification expects the holder or a first-degree relative, or a power of attorney so someone else can appear. Plan that before offering a remote-only timeline.
Can you match WES and a university offer in one apostille?
Not as one product. ECA bodies and universities often want different envelopes. Confirm each receiving checklist.
